- Develop a facility to house combined command and control, mission and operations and associated support requirements of the US 7 AF and ROK AFOC
- Provide a work environment that effectively supports personnel and promotes and encourages collaboration while addressing applicable security and operational requirements
- Incorporate features to promote long-term interior flexibility, expandability, and reconfigurability to accommodate new technologies in the foreseeable future
- Provide a building that is survivable, durable, and maintainable
- Comply with Osan AB Facilities Excellence Design Guide, Osan AB Architectural Compatibility Plan, and applicable US and ROK criteria
- Comply with Air Force directives and manuals for the Intelligence, Surveillance, and Reconnaissance (ISR) Community
- Incorporate applicable 16 Air Force and 480 ISRW standards for ISR facilities, including but not limited to illumination standards, ergonomics and other human performance standards, and quality of life
